Develop Artificial Intelligence and Data Regulations
To ensure that innovative artificial intelligence and data science technologies are developed and used ethically, we ask Congress to pass regulations in line with:
Expand Pandemic Preparedness and Healthcare Access
To expand U.S. pandemic preparedness, access to reproductive health, and low-income healthcare access, we ask Congress to support the following bills:
Grow STEM Talent and Accessibility
We ask Congress to increase funding for K-12 STEM education and diversity in STEM and introduce policies to increase the accessibility of STEM research with these bills:
Fund Equitable Clean Energy Installations and Research
We ask Congress to expand environmental justice, fund clean energy and battery research, and support replacing oil and natural gas plants with clean energy:

- The AI Bill of Rights, the NIST AI Risk Management Framework (AI RMF), and the ASSESS AI Act (S.1356) for a governmental task force on AI
- DATA Privacy Act (S.3065/H.R.5807), American Data Privacy and Protection Act (H.R.8152), Data CARE Act of 2023 (S.744) to ensure data security
Expand Pandemic Preparedness and Healthcare Access
To expand U.S. pandemic preparedness, access to reproductive health, and low-income healthcare access, we ask Congress to support the following bills:
- Restoring America’s Health Care Workforce and Readiness Act (S.862) to address health workforce shortages through additional funding for NHSC
- EACH Act of 2023 (H.R.561/S.1031) to provide coverage for abortion services
Grow STEM Talent and Accessibility
We ask Congress to increase funding for K-12 STEM education and diversity in STEM and introduce policies to increase the accessibility of STEM research with these bills:
- Data Science and Literacy Act of 2023 (H.R.1050), MAKERS Act (H.R.2475), Mathematical and Statistical Modeling Education Act (H.R.1735) to expand funding for STEM education in elementary, middle, and high schools
- Reintroduce Fair Access to Science and Technology Research Act (H.R.3427/S.1701) to create a public-access policy for federally funded research

Growing STEM Talent Through Visa Reform and DEI
As STEM researchers, we experience first-hand the scientific progress enabled by building a diverse and globally competitive STEM workforce. Towards this goal, we ask Members to support to the following legislation:
To maintain United States’ competitiveness in STEM, we ask Members to support passage of the COMPETES Act (H.R.4521) / USICA (S.1260) and additionally:
- Include language from QUANTUM for National Security Act of 2021 (S.1197) and QUEST Act of 2021 (H.R.1837) to facilitate access to U.S. quantum computing infrastructure & determine the role of such research in national security
- Include language from Advancing American Artificial Intelligence Innovation Act of 2021 (S.3175) to increase American competitiveness, both internationally and domestically, in AI / Machine Learning technologies
Supporting Early-Career Scientists and Open Access
As early-career scientists, we experience first-hand the progress enabled by federal support of research grants and fellowships, giving rise to the next generation of innovators. Towards this goal, we ask Members to support the following legislation:
- Reintroduce Fair Access to Science and Technology Research Act- FASTR (H.R.3427 / S.1701) to reduce the embargo period between journal publication and public release and establish a public-access policy for federally funded research
- Supporting Early-Career Researchers Act (H.R.144 / S.637) to increase the number of highly-skilled PhD students who enter a research career in the US
Growing STEM Talent Through Visa Reform and DEI
As STEM researchers, we experience first-hand the scientific progress enabled by building a diverse and globally competitive STEM workforce. Towards this goal, we ask Members to support to the following legislation:
- Keep STEM Talent Act (H.R.5924 / S.3638) to establish a pathway to permanent residency for international students pursuing advanced degrees in STEM
- STEM Opportunities ACT (S.2224) to support diversity, equity, and inclusion in Federal science agencies and higher education
- Supporting STEM Learning Opportunities Act (S.1565) to provide for hands-on learning opportunities in STEM education
